The Red/Blue status of some states, like PA is truly debateable. 1/2 of the PA population is packed into Philadelphia and Pittsburgh, which is the primary factor in going Blue on presidential and gubanatorial elections.

It might be worth re- running the excercise assuming we wall off PHL cask of amontillado style, and cede it to Jersey.
